Court fines petitioner
ITANAGAR, Aug 21: The Guwahati High Court Itanagar Permanent Bench has imposed a fine of Rs. 50000 to a petitioner named Sesom Pao for his PIL claiming that the state RWD department is laying a road on the already existing road running from Banderdewa/Tarajuli to Hollongi/Chakma resulting in unnecessary and redundant expenditure. He said that the road in question was constructed by forest department and that the RWD department is claiming that the construction has been done by them and also claimed that a sum of Rs 11 crores and 5 lakhs allocated for jungle clearance and formation cutting is being used for the road in the question.
The RWD in its reply refuted the allegations as baseless saying that the road built by the forest department is a separate one and that the road in question was an earthen road which was constructed under the PMGSY. The department claimed that the PIL was filed just to harass the officials and the government.
“....the filing of the PIL was a speculative one and misadventure resulting in wastage of time and putting the state machineries to undue strain to answer the frivolous questions raised. In that view of the matter, the petition is dismissed with a cost of Rs. 50000. The Deputy Commissioner Papum Pare is directed to recover the cost levied on the petitioner,” the order read.

ITANAGAR, Aug 21: The All Sagalee Youth Association (ASYA) has called for doing away with fixing of tender/NITs in Sagalee Forest department claiming that it is prevalent in the department.
In its memorandum to the Divisional Forest Officer Sagalee Forest Division, it asked for involving all the public of the constituency and not just some selected individuals.
Its other demands include publication of NITs/tender for all the projects funded under TFC and CAMPA, and immediate stopping of advance working system for which the association gave 15 days ultimatum to the department.

ITANAGAR, Aug 21: All Arunachal Pradesh Labour Union (AAPLU) has demanded strict and proper implementation of MGNREGA scheme and issuance of job cards to the beneficiaries under the scheme.
The labour union in a memorandum to the Chief Secretary alleged that the authorities concerned at district, block level as well as village level are not implementing the scheme property and as per norms. As per norms, the memorandum said, the actual beneficiaries under the schemes should be issued job cards; but many of them are still to get their proper job cards. Solid Waste Management Plant remains defunct

ITANAGAR, Aug 21: The much hyped Municipal Solid Waste Management Plant of the state government at Chimpu has not been used for several months due to some serious mechanical problems in the processing unit.
The plant barely ran for six months after its inauguration in March, 2013 by Chief Minister Nabam Tuki. Since then, the machines in the plant started developing one problem after another greatly affecting in its smooth running, said Plant Manager Gyamar Sikap.
Sikap said there was a chronic machinery problem in the processing unit, particularly the motor at the final stage of the unit that got damaged one year ago. According to him the plant did not run a single day smoothly since its inception. There may be some technical faults in laying of the unit/machine, he opined.
Further, there is no technical expert to look after the machines, Sikap said.
It’s not the machine alone that is giving the problem. There is electricity problem too.
“When electricity comes, machine goes out of order and when machines are in OK state, then power supply goes off,” he said.
Deputy Director (UD), CCD Gyamar Tachung also admitted some mechanical and electricity problems in the plant.
According to him, the plant stopped operating two months ago. Recently, the department held a meeting with Enderson BioTech Limited, Shillong on the recurring mechanical problems in the plant wherein the latter had assured to rectify all machinery problems within 10 to 12 days.

The solid wastes collected from the twin capital cities of Itanagar and Naharlagun are lying unprocessed for years. Wastes materials are being dumped everywhere as the designated dumping pit is already filled up. Huge piles of garbage can be seen dumped everywhere on the sides of National Highway, the plant approach road and hill slopes in front of the plant.
“These waste materials are not only emitting foul smell and creating an unhygienic atmosphere in the surrounding area but also polluting the nearby stream (Chimpu Nallah),” said Chimpu Village Youth Association president Biri Chatung.
Deputy Director Tachung told that the total wastes generated per day in Itanagar and Naharlagun is about 80 MT out of which only 50 to 60 MT is collected. The capacity of the dumping place in the plant is only 50 MT per day. Hence, the situation has arisen.
The plant was given in lease to the Enderson Biotech Ltd. @Rs 3 lakh per annum for three years. The halt in production in the plant will not only cause heavy loss to the company but also result in loss of revenue by the state government.

Flood situation in Namsai, Lohit remains grim
ITANAGAR, Aug 21: Flood situation in Lohit and Namsai remains grim. Lohit, Kamlang, Berreng, Tengapani and Jenghtu are under the grip of flood water and communication in between Alubari and Tezu has been disrupted as well by massive bank erosion. Mahadevpur, Namsai, Piyong, Lathao,Chongkham and Wakro circle are completely affected by the flash flood.
The protective measures constructed in all rivers need rectification and extension to save the vast cultivation land and other infrastructure, said a WRD report.

While reviewing the progress of highway projects in a meeting here today, the Minister observed that delay in meeting the project target has slowed the progress of all the projects and this is being seriously viewed by the Union Govt. and has also become a subject in the state Assembly.
Referring to the last visit of Union Minister of Road Transport and Highway Nitin Gadkari, who had advised that the highway projects should be made into small packages to enable the local contractors to participate in such development projects, the Minister wanted an assurance from the agencies to honour the Union Minister's directives.
Accordingly the NHIDCL has assured to take up the matter at the appropriate level. The other agencies in their presentation have assured that they will stick to the time lines on condition that land acquisition formalities are completed. PWD Minister further advised the department to put in full energy so as to achieve the target and said that he will inspect the projects at any time at any short notice. “There should be collective responsibility and team spirit between the stakeholders so as to complete all projects for better connectivity in the state,” the minister said.
Commissioner PWD also advised that there should be a consistency in the Land Acquisition package under basic guidelines. The Commissioner advised all the DCs and Highway Department for public sensitisation on the Land Acquisition process and project implementation in order to achieve the target of developmental activities.
Earlier, Deputy Commissioners of Lower Subansiri, Upper Subansiri, Siang, Upper Siang, Kurung Kumey, West Siang and Capital Complex explained their land acquisition status and reiterated that there should be notified uniform ROW and uniform notification/rules to be followed rather than on piece meal basis.

NDRF to set up base in state capital
ITANAGAR, Aug 21: Chief Minister Nabam Tuki today assured the National Disaster Response Force (NDRF) suitable land for establishment of a unit headquarters in the state.
NDRF Commandant S K Sastri and Deputy Commandant Manohar Singh called on the CM at his office here and placed the need for space for stationing a unit of the NDFR in the vicinity of the state capital.
On request of the NDRF Commandant, Tuki assured to allow stationing of an NDRF unit at Doimukh in the space allotted to SSB under the Union Home Ministry for the time till a permanent site is finalised and allotted to NDRF near Hollongi. The said space is yet to be occupied by SSB and is lying vacant.
According to the NDRF officials, as both NDRF and SSB are under the Union Home Ministry all clearances have been already obtained for stationing a NDRF unit at the said space.
Admitting the importance of presence of NDRF personnel in the state, especially in the vicinity of the state capital prone to sudden natural calamities, the Chief Minister directed concerned officials to facilitate smooth stationing of the unit temporarily at Doimukh.
The NDRF Commandant said that a unit is all set to establish base near the state capital and is just waiting for a green signal from the state government.

ANSU serves ultimatum on Smart City demand

MLA, DC express displeasure over unhygienic condition of Khonsa district hospital
KHONSA, Aug 21: Both Khonsa East MLA Wanglam Sawin and Tirap Deputy Commissioner Ravi Jha today expressed displeasure over the unhygienic condition of the lone district hospital at Khonsa.
During their unannounced visit to the district hospital along with DMO Dr N Lowang, the MLA and the DC, while inspecting the hospital infrastructure including sisters’ duty room, toilets and kitchen, they found that there were leakages from the roof. They asked the DMO to take note of it. The DC asked the health department to leave no stone unturned to improve it in the interest of the people.
The inspection team also verified the stock ledger of medicines procured over the years for the welfare of the poor patients of the district. The DC was not happy with the way the stock register was maintained and asked the DMO to ensure that corrective measures were taken.
Expressing his displeasure over the patchy and unsystematic maintenance of the stock ledger, the MLA said that sufficient funds were sanctioned for procurement of medicines from DoTCL and other sources. While interacting with the indoor patients regarding their diet and healthcare facilities, the MLA distributed fruits to them. The Deputy Commissioner also expressed his displeasure and deep concern over unpunctuality of the doctors and the staffs of the district hospital and asked them to be punctual as their absence may cause difficulties to the patients. The DC also asked the District Medical Officer and the Medical Superintendent to maintain cleanliness and hygienic environment in and around the hospital.
DMO Dr. N. Lowang, who took charge recently, assured that all possible steps would be taken to bring about tangible changes in healthcare facilities in the district and appealed to the MLA and district administration to extend their cooperation.

While addressing an interactive meeting with the teaching staff in the school premise, Taloh said that his government has been giving special emphasis on streamlining the education department in the state. He said the government has enhanced the earlier fund allocation and has taken steps to appoint qualified teachers to ensure quality education. The state government has created 109 posts of post graduate teachers for posting in various higher secondary schools and is all set to conduct the interviews in September this year, he further informed.
Taloh urged the teaching community to remain sincere towards their duty and sought their active cooperation to revamp the education system in the state.
Reiterating that the state government has earmarked Rs. 20 crore for renovation of school building and providing necessary assets in educational institutions, the minister assured to grant adequate funds to boost school infrastructure besides, construction of staff quarters and provide other requirements in the state. While lamenting that the union government has curtailed 20 percent fund under the head of Human Resource Development department, Taloh said the state government has enhanced about 34 percent fund allocation in education sector in order to compensate the poor allocation.

Patuk Anchal segment lifts 3rd Inter Anchal Samiti Volleyball trophy
ITANAGAR, Aug 21: Patuk Anchal segment lifted the 3rd Inter Anchal Samiti Volleyball running trophy by defeating Taram Laya Anchal segment while, in women’s category Nyokoriang Anchal segment defeated Parsi Parlo in the final match held at Parsi Parlo general ground on Aug 15th last.
The Committees of Parsi Parlo United Sports Club (PPUSC) organised the tournament which witnessed the participation of 27 teams.
The winning team won a cash award of Rs. 50,000 along with trophy while the runners up team won Rs. 30,000 as award. Sangha Taying of Patuk and Ha Yani of Nyokoriang were declared as best players of the tournament. Both also won a cash award of Rs. 5000 each.

is an Educational Youth Movement engaging young people from all over the world under
the guidance of adult leadership to promote discipline, unity, patriotism, respect,
friendship, understanding, punctuality and service to the community and to spread
peace in the world. Scouting is brought together by the World Organization of Scouts

The World Scouts Jamboree is the largest event organised by the WOSM every 4 years with participation of 40,000 people from across the globe. The event provides opportunities to raise awareness about “global issues”, explore the environment, build a wide friendship network in the world, besides deepening the understanding of developments in Science and Technology and other fields.
The 23rd world Scouts Jamboree was held at Kirara-
In the Jamboree, scouts of different ethnic background and religious beliefs come together to discuss and pray for “World Peace”. The world Scouts Jamboree includes a wide variety of activities. These activities enable Scouts to develop physically, intellectually, morally, emotionally, socially and spiritually in the spirit of world Scouting.
Through “Global Development Village” module activities in Jamboree each member learns about what we can do in our day to day lives to help and tackle various “Global issues”. The members deepen their understanding of Human Rights, Global warming, stop the violence and hunger from five perspectives, like peace, environment and sustainability, human rights, health and poverty. Participants also learnt what the United Nations and NGOs are doing around the world to deal with these “Global issues”.
I am sure actions taken by 34,000 participants will help to raise the consciousness of over 40 million Scouts in the world. Sharing ideas among Scouts and Guides worldwide on how to create a better world and resolve “Global issues”. Ultimately this will contribute to “Global Peace” and embody the “WA” a Spirit of Unity.
In Peace module, participants visited Hiroshima to deepen their awareness of the
sanctity of life and the importance of empathising with others and learnt about the
dreadful consequences of war. Just seventy years back the city of ‘Hiroshima’ was
in ashes of death and destructions -

Service Team (IST). There is a fine line between Scouts participants and IST members.

To live in ‘Global development Village” for about 3 weeks and to work with members of International Service Team (IST) was an amazing experience for me. Smiling face of everyone, ready to do their work and help each other, sense of fun and caring approach made us more comfortable stay at the Jamboree site even though we were far away from home.
My gratitude goes to the Japanese hosts for making an event of this magnitude, a grand success by their warmth hospitality. I believe that the “Scouts Fraternity” plays a significant role in upholding the Indian doctrine of ‘Vasudev Kutumbakam.” (The writer is Asstt. heavy loss and have become big burden on the state exchequer. Some of the prominent
loss making PSU’s is Bharat Sanchar Nigam Ltd, Mahanagar Telephone Nigam Ltd, Air
India, Hindustan Photofilms and Hindustan Fertilisers Corporation. In the year 2012-

Pathetic capital road
Dear Editor,
The name of our state, Arunachal Pradesh and its prestige are stirring up with elapsing time but the most significant factor of its development i.e., conditions of Road, lags behind its elevating status. The Engineers and contractors have the tendency to blame heavy rainfall for its cause.
For your information, geometric design of pavement or road depends upon different
topography of land. A mountainous terrain like our state has different design than
that of plain terrain. The design of such terrain is prepared to withstand even in
the worst weather which includes rainy season. The NH-
In the design process, it is ensured that under the application of various loads none of the layer is neither overstressed nor under stressed. Each layer is compacted well by the rollers before another layer is laid over it. On compaction, soil or layers are packed more closely, expelling the air voids out of it thereby increasing the density and stability of pavement and reducing the adverse effect of moisture (rain water). Compaction is done until Optimum Moisture Content (OMC) is attained. The number of passes of roller should be at least 15 times at each layer or subgrade. The required camber, drainage system and super elevation should be maintained according to Indian Standard Specification. Traffic volume and number of vehicles passing per day should be taken into consideration while preparing the design.
To my utmost surprise, I see the contractors following their own style of constructing the road and culverts without referring to IS Specification which later results in frequent failure of road with massive formation of potholes and undulations or even damaged completely like the mini steel bridge (by PWD) between Papunalah and Itanagar which could not withstand the load or put to use even for 2 months. Shame. No compactor or roller is seen at site, no usage of good constructing materials, no skilled labours, no reference to IS Codes, no, nothing. The Highway Engineers should visit the site as to see if the works are carried out accordingly. Who is responsible for incessant deterioration of Capital Road? Only Rainy season cannot be blamed for its cause. Even huge structures are constructed in the depth of the ocean. The reason is the funds allocated for highways are not properly used by the Concerned Authorities and contractors. This is the reason why condition of highway lags behind other developmental works. The Arunachal Roads are never provided with proper drainage system, camber, super elevation and required thickness of pavement. When the water enters the subgrade, the soil gets soaked and the life of pavement is adversely affected and when it enters into bituminous layers, its continued contact with the layer causes stripping of bitumen from aggregates and results in deterioration of pavement layers. Camber plays an important role in preventing this cause. The contractors miss out these most important factors. Most of their works are done to maximize their profit. Even after ensuing complete specifications, contractors are given 10% extra as a profit but they raise their profit upto 50 or 60% besides the provided 10% profit and some of their works are delayed deliberately to add up other funds.
It is my request to the highway department to carry out or make them carry out the work as per IS Codes and specifications and award the works to such contractors who have a knowledge of work plus has a good reputation.

Enough of blame game
Dear Editor,
Through your esteemed daily, I would like to share few lines with regards to the news article published on this daily on 18th August 2015 titled "Substandard road works in Capital" where the CE Highway had commented about the Road condition of Twin capital city.
As a normal citizen of Arunachal Pradesh, I would like to put few straight questions to the Chief Engineer. If executing contractors were "unregistered and not well equipped" then why did you award the contract to that contractor? Why didn't you award the contract to a better qualified & registered contractor? Why do you approve the quality of work? Why do you pay the contractor for substandard quality work?
In my opinion, all the blame has to given to the concerned Department and the Political
Leaders. If the Department screen the contractors properly then the unregistered

We have been through enough of this blame game. People of Arunachal are not fools anymore that we will believe in these blame games now. If the work had to be done by anyone, without any quality, then what's the use of the Department? Then, instead of wasting money on all the Highway Engineers, it would be better for Government to pick someone and let that person do the work. There won't be any tender, bidding, approval, quality check. The Government wouldn't have to worry about the monthly salary of the Department Engineers. As, even in present situation the Engineers are not performing their duty.
Engineers around the globe and in rest of the country are working against different challenges and creating marvels. But, our Arunachal Engineers are sitting inside their chamber and blaming weather and contractors. But, every few months they get a new vehicle and property for themselves.
Rest I have no hard feeling for anyone or personal grudge with any of the department engineers but I'm just getting frustrated reading all these complaints and blame games over our capital roads.
Again, in recent times there's a trend going around in our city. The people living near highway will intentionally damage the highway, then repair it without work order and ask for bill from the department. Or otherwise they put pressure on the department to sanction work order to them. Hope our people will grow up and get civilized sooner.
Also, I would like to request our Government to take strict action against all the illegal earth cutting and appeal normal citizens to refrain from doing these uncivilized and foolish acts. This is our city and we ourselves have to dwell and live here. Then why should we damage it? I also would like to request our people to discourage and disapprove such kind of acts no matter whoever the doer may be.
Unless the Government and the Department get strict on these, we won't get any quality work.

Committee for quality roads
Dear Editor,
Observing the low quality constructions and very slow progress of the Trans Highway in Upper Siang District, the local public has constituted a local Monitoring Committee in Upper Siang District headed by the Chairman of Aarro Welfare Society, the former Institutional National Level Monitor of Ministry of Rural Development Government of India who has vast experience in monitoring PMGSY roads in India.
The committee shall write to the appropriate authorities of the state and the center on quality complain and on the progress of the projects. It is appealed that the Department concern should guide the construction agencies for quality constructions. The road being asset of the public, we feel that the public should have voice on the quality constructions. After experiencing fund scarcity in the state we cannot expect maintenance of the road in future.
