Governor seeks SIT enquiry

ITANAGAR, Aug 21: The Governor has sought SIT enquiry into the Assam survey and settlement training courses by the state land department alleging irregularities. The Governor wrote to the Director General of Police in this regard. The move comes after the Arunachal RTI Activist Forum gave a representation to the Governor seeking his intervention into the imbroglio saying that the department violated its own advertisement notification along with the constitutional fabric of Indian constitution by giving benefit to the non-APSTs.

The seats meant for APST educated unemployed youths of the state were given to 33 non-APST candidates, it claimed.

The three trainees who were absent in certain subject in the final exam of the training courses were declared passed in the result, it added.

 

Court fines petitioner

ITANAGAR, Aug 21: The Guwahati High Court Itanagar Permanent Bench has imposed a fine of Rs. 50000 to a petitioner named Sesom Pao for his PIL claiming that the state RWD department is laying a road on the already existing road running from Banderdewa/Tarajuli to Hollongi/Chakma resulting in unnecessary and redundant expenditure. He said that the road in question was constructed by forest department and that the RWD department is claiming that the construction has been done by them and also claimed that a sum of Rs 11 crores and 5 lakhs allocated for jungle clearance and formation cutting is being used for the road in the question.

The RWD in its reply refuted the allegations as baseless saying that the road built by the forest department is a separate one and that the road in question was an earthen road which was constructed under the PMGSY. The department claimed that the PIL was filed just to harass the officials and the government.

“....the filing of the PIL was a speculative one and misadventure resulting in wastage of time and putting the state machineries to undue strain to answer the frivolous questions raised. In that view of the matter, the petition is dismissed with a cost of Rs. 50000. The Deputy Commissioner Papum Pare is directed to recover the cost levied on the petitioner,” the order read.

 

Soil and Plant health clinic prog for farmers

ITANAGAR, Aug 21: A soil and plant health clinic programme was organised at Chongkham village today.  The programme with an innovative approach has been initiated by Krishi Vigyan Kendra, Lohit under ICAR-NRC on Yak for the farmers of Namsai district and it will be conducted in nine other villages of the district.

Speaking on the occasion as resource person, Namsai DAO P. Khoisia explained the need of organic cultivation in the state, while Namsai DHO Sudhir Bhide highlighted on various horticulture schemes and need of soil and water testing. K. Bangyang, DTO cum PD ATMA elaborated on the importance of soil and plant health clinic to reduce the mis-utilization of chemicals and pesticides.

In the technical session resource person Ph. Chandramani Singh explained about the whole procedure of soil collection and soil status. Madhumita Sonowal Bora explained about the insect pests and diseases of different crops like rice, ginger, chilli and citrus etc. A total of 76 farmers took part during the training and farmer interaction programme.

 

BCYA for proper culvert renovation

ITANAGAR, Aug 21: The Balijan Circle Youth Association (BCYA) has urged the authority concern, especially the Vth Lower Balijan ZPM  to take initiatives for proper renovation of the dilapidated Hume Pipe RCC culvert built near the Welcome gate of Government Higher Secondary School, Balijan in Papum Pare district.   

During its visit on Aug 20, BCYA team found that the said culvert which was recently repaired/built by the PWD, Balijan, is now on the verge of collapse due to cracks and fissures causing immense hardships to the school going students and other vehicle users.

 

First DREM football tourney gets off

AALO, Aug 21: The first Dubi Rike Ete Memorial Football tournament organised by District Football Association under the banner of District Sports Association and District Administration started here yesterday.  

In the opening match, the SFS Sports Club outclassed Kabu Sports Club by a margin of 5-4 in a nail biting finish.

Earlier, MLA Er. Tumke Bagra inaugurated the tournament and declared it open amid thunderous applause. In his inaugural address, Bagra recalled the contributions of late Dubi Rike Ete and her family in social causes and movements in the past. He said that the tournament organised in her memory should act as a platform to foster unity and oneness among all strata of the society and draw the attention of youth towards sports that provides 10 per cent reservation in Govt. jobs. The MLA also handed over certificates to the Referees selected from West Siang by the State Football Association.

DFA President Liduk Ete outlined the basic objective behind organising the tournament. He appealed all to extend cooperation and urged the players to take the game of football in true sportsmanship spirit. Liya Ete spoke in detail on behalf of late Dubi Rike Ete family.

NAHARLAGUN, Aug 21: While responding to a news item published in this daily on August 14 under the headlines “ANSU opposes committee’s decision on smart city recommendation,” a rejoinder from DIPR today said “It may be mentioned here that the IMC has submitted all required materials to the High Powered Steering Committee and the Committee has recommended Pasighat for Smart City.” The ANSU in its release blamed that due to weakness and incompetence of MLA Techi Kaso and Chief Councillor (IMC) Kipa Kaku, the Itanagar Capital Complex has not been selected for Smart City.

YINGKIONG, Aug 21: One Makrin Gamnoh, son of Late Kyatem Gamnoh is reported to have drowned while fishing at Yamne River at Lagru Bridge on 20 Aug last. However his mortal remains are yet to be recovered. He was a Police constable with the Fire brigade.

 

Rijiju to attend BJP’s Maha Prashikshan Abhiyan

ITANAGAR, Aug 21: Union Minister of State for Home Affairs Kiren Rijiju and BJP national secretary and MP Ramen Deka, who is also Central in-charge for Arunachal Pradesh will attend the inaugural session of the two-day BJP state level meeting of Pandit Deen Dayal Upadhyay Maha Prashikshan Abhiyan to be held on August 22 and 23 at Pasighat.

This state level Maha Prashikshan Abhiyan will end on Oct 31 and it will be followed by district, mandal and booth level abhiyan meetings, according to a BJP release.

Early execution of 4-lane highway from Itanagar to Banderdewa sought

ITANAGAR, Aug 21: The Itanagar Banderdewa Highway Land Affected People’s Forum (IBHLAPF) has sought early construction of the 4-lane highway from Itanagar to Banderdewa. The forum wrote to the MoS Home in this regard.

There is no alternative, other than 4-Lane Highway from Banderdewa to Itanagar, it reasoned in its memorandum.

 

ASYA calls for doing away with fixing of tender/NITs

ITANAGAR, Aug 21: The All Sagalee Youth Association (ASYA) has called for doing away with fixing of tender/NITs in Sagalee Forest department claiming that it is prevalent in the department.

In its memorandum to the Divisional Forest Officer Sagalee Forest Division, it asked for involving all the public of the constituency and not just some selected individuals.

Its other demands include publication of NITs/tender for all the projects funded under TFC and CAMPA, and immediate stopping of advance working system for which the association gave 15 days ultimatum to the department.

 

Recruit of local youths sought in GSI

ITANAGAR, Aug 21: The Gram Chairperson of Ganga Panchayat has sought immediate cancellation of tender process for private security agency in the office of Geological Survey of India (GSI) Itanagar office and called for recruiting the local unemployed youths of Ganga village as private security guards instead.

In its representation written to the Deputy Director General of GSI, the panchayat leader said that the local people of the area have been appealing for employment in lieu of the donated land for establishing the office since last two to three decades yet no employment has been made.

 

Unions demand SIT/NIA enquiry into teacher’s death case

ITANAGAR, Aug 21: The All Tagin Students’ Union (ATSU) has demanded the Home Department for immediate constitution of either SIT or National Intelligence Agency (NIA) to investigate into the murder of late Kali Bulo and award exemplary punishment to the culprits.

Kali Bulo, an assistant teacher of Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his government quarter on August 5 last.

Further reminding that a 15 days ultimatum has been served to the West Siang district administration and the SP, the union warned that it would initiate democratic movement if the demand is not fulfilled.

 

APPLU demands proper implementation of MGNREGA scheme

ITANAGAR, Aug 21: All Arunachal Pradesh Labour Union (AAPLU) has demanded strict and proper implementation of MGNREGA scheme and issuance of job cards to the beneficiaries under the scheme.

The labour union in a memorandum to the Chief Secretary alleged that the authorities concerned at district, block level as well as village level are not implementing the scheme property and as per norms. As per norms, the memorandum said, the actual beneficiaries under the schemes should be issued job cards; but many of them are still to get their proper job cards. AAPLU urged the Chief Secretary to instruct authorities concerned at various levels to issue the job cards to the beneficiaries of the scheme.

 

Solung Volleyball Competition

Tawang district price monitoring cell activated

TAWANG, Aug 21: The District Level Market Rate Fixation Committee was renamed as District Price Monitoring Cell (DPMC) and activated to monitor the prices of essential ration commodities (ERCs) in the district as per the direction from the Directorate of Food and Civil Supplies, GoAP.

The DPMC shall take up matters such as price rise and availability of ration commodities, check black marketing and hording and also take up the grievances of the consumers in the district on the issues related to perishable and non-perishable food products in the district.

Presided over by its chairman-cum EAC (MV) Lobsang Tsetan, DPMC Board in its meeting held here at DC’s conference hall today also decided to review the maximum retail price (MRP) for various perishable and non-perishable food commodities every three months in the district. The retail price for various perishable and non-perishable food commodities in the district was fixed on the basis of wholesale price of various perishable and non-perishable food commodities submitted by the Dy. Residential Commissioner, Tezpur. After threadbare discussion by the Cell, the wholesale rates of commodities have been submitted before the board by the representative from the market community.

All the members including Jambey Tsering, Chairperson, Zilla Parishad, Tawang, present in the meeting assured to cooperate for the cause of the society, according to an official release.

GPRN/NSCN terms Centre-NSCN(IM) accord photo-op, question stand of integration

ITANAGAR, Aug 21: The Government of the People’s Republic of Nagaland/ National Socialist Council of Nagaland (GPRN/NSCN) led by Khole Konyak and N Kitovi Zhimomi, often referred to as NSCN (KK), presently on ceasefire agreement with the Centre said that without assessing the pulse on the ground, the solution to the seven decade old Indo-Naga political issue would not end through a photo session with the leadership of one group. Nagaland tribes are well aware that sans integration, the issue of accommodation and rehabilitation of Nagas from other states into Nagaland must be on the table, read an email sent out by the group on Friday evening as it rejects the Peace Accord of 3rd August between GOI and NSCN (IM).

“It is best for Nagas to pursue socio-cultural, spiritual and emotional integration and maintain pan-Naga vision while progressing according to one’s own genius in one’s own domicile. Peace is required in every society but if it is forced down the throats of citizens, it would be very unfortunate” said GPRN/NSCN.

The Nagas of Nagaland, be it land or people, cannot be sacrificed to fulfill the political aspiration and desire of Nagas living in the states of Manipur, Assam or Arunachal Pradesh, the mail continued.

It further said GPRN/NSCN, shall not accept imposition of NSCN (IM) peace deal in Nagaland because the political future of the tribes of Nagaland is best understood by them alone and therefore it is theirs to decide. GPRN/NSCN shall however respect and appreciate any political arrangement or accord that recognizes Naga ethnicity, history, culture and which improves the living standard of Nagas living in Manipur, Assam, Arunachal Pradesh and Myanmar. S.S Khaplang’s agreement with Union of Myanmar is therefore acknowledged for it is changing the lives of Naga brethren living in Myanmar for the better, the statement further read.

“It is undeniable that the issue of Naga integration, which was unheard of till recently, had shaken and destroyed the age old cordial relations of Naga people with the Maiteis, Kukis, Ahoms, Arunachalis and other neighbours. Suspicion and hatred against the Naga people is at boiling point” further read the statement sent by the Ministry of Information & Publicity (MIP) of GPRN-NSCN.

“The centre has, in no uncertain terms, assured the Chief Ministers of Manipur, Assam and Arunachal Pradesh that the present state boundaries shall not be altered whatsoever. As such when Th. Muivah or V.S Atem says that Naga integration issue is still alive, it sounds absurd and stupid”, it said.

 

 

Solid Waste Management Plant remains defunct

ITANAGAR, Aug 21: The much hyped Municipal Solid Waste Management Plant of the state government at Chimpu has not been used for several months due to some serious mechanical problems in the processing unit.

The plant barely ran for six months after its inauguration in March, 2013 by Chief Minister Nabam Tuki. Since then, the machines in the plant started developing one problem after another greatly affecting in its smooth running, said Plant Manager Gyamar Sikap.

Sikap said there was a chronic machinery problem in the processing unit, particularly the motor at the final stage of the unit that got damaged one year ago. According to him the plant did not run a single day smoothly since its inception. There may be some technical faults in laying of the unit/machine, he opined.

Further, there is no technical expert to look after the machines, Sikap said.

It’s not the machine alone that is giving the problem. There is electricity problem too.

“When electricity comes, machine goes out of order and when machines are in OK state, then power supply goes off,” he said.

Deputy Director (UD), CCD Gyamar Tachung also admitted some mechanical and electricity problems in the plant.

According to him, the plant stopped operating two months ago. Recently, the department held a meeting with Enderson BioTech Limited, Shillong on the recurring mechanical problems in the plant wherein the latter had assured to rectify all machinery problems within 10 to 12 days.

“The plant is meant for treatment of bio-degradable wastes only. But entry of biologically non-degradable wastes like steel, glasses and plastic bottles etc along with biologically gradable wastes into the processing unit has damaged the machines,” he said.

The solid wastes collected from the twin capital cities of Itanagar and Naharlagun are lying unprocessed for years. Wastes materials are being dumped everywhere as the designated dumping pit is already filled up. Huge piles of garbage can be seen dumped everywhere on the sides of National Highway, the plant approach road and hill slopes in front of the plant.

“These waste materials are not only emitting foul smell and creating an unhygienic atmosphere in the surrounding area but also polluting the nearby stream (Chimpu Nallah),” said Chimpu Village Youth Association president Biri Chatung.

Deputy Director Tachung told that the total wastes generated per day in Itanagar and Naharlagun is about 80 MT out of which only 50 to 60 MT is collected. The capacity of the dumping place in the plant is only 50 MT per day. Hence, the situation has arisen.

The plant was given in lease to the Enderson Biotech Ltd. @Rs 3 lakh per annum for three years. The halt in production in the plant will not only cause heavy loss to the company but also result in loss of revenue by the state government.

On the other hand, many workers engaged in the plant have already left because of non-payment of their salaries. The plant manager said six month’s salaries of staff are still pending.

“The Enderson BioTech Limited, Shillong has assured us to release salary but we have not received it yet,” he said.

 

 

Flood situation in Namsai, Lohit remains grim

ITANAGAR, Aug 21: Flood situation in Lohit and Namsai remains grim. Lohit, Kamlang, Berreng, Tengapani and Jenghtu are under the grip of flood water and communication in between Alubari and Tezu has been disrupted as well by massive bank erosion. Mahadevpur, Namsai, Piyong, Lathao,Chongkham and Wakro circle are completely affected by the flash flood.

The protective measures constructed in all rivers need rectification and extension to save the vast cultivation land and other infrastructure, said a WRD report.

Noa-Dehing River is reported to be flowing at danger level affecting both the banks damaging several infrastructures as well as cultivation land along the way because of heavy erosion.

In Namsai area, the river course of Noa-Dehing has diverted towards Deobeel side (right bank) and excessive land erosion has been observed. Immediate necessary steps needs to be taken in order to stop the entering of flood water towards Namsai Township and adjoining areas, said C. J. Mannou, Executive Engineer, Water Resources Division, Tezu.

Existing spur and revetments are damaged due to heavy debris flowing with flood water, the report added. If over flow continues, water will enter towards new diversion threatening the New Silatoo village and Mahadevpur circle HQ and its adjoining villages as the earthen embankment has been damaged.

In Lohit, Changliang, Shivajinagar, Khoraliang, Denning Nallah, 32 Mile, Duraliang, Danglat, Loiliang, Sunpura, Yealiang have been badly affected due to flood water. Wire crated Guide wall near Changliang has been damaged and flood water threatens to enter the village. Balijan, Hucheliang and Pomliang, Danglat, 32 Mile and Mepo are affected due to heavy soil erosion.

 

 

Gadi concerned over slow progress of highway projects

ITANAGAR, Aug 21: PWD Minister Gojen Gadi today expressed grave concern over the slow pace of the highway projects and delay in the land acquisition of Potin-Pangin BoT Project. He also inquired about the reasons for such slow progress.

While reviewing the progress of highway projects in a meeting here today, the Minister observed that delay in meeting the project target has slowed the progress of all the projects and this is being seriously viewed by the Union Govt. and has also become a subject in the state Assembly.

Referring to the last visit of Union Minister of Road Transport and Highway Nitin Gadkari, who had advised that the highway projects should be made  into small packages to enable the local contractors to participate in such development projects, the Minister wanted an assurance from the agencies to honour the Union Minister's directives.

Accordingly the NHIDCL has assured to take up the matter at the appropriate level. The other agencies in their presentation have assured that they will stick to the time lines on condition that land acquisition formalities are completed. PWD Minister further advised the department to put in full energy so as to achieve the target and said that he will inspect the projects at any time at any short notice. “There should be collective responsibility and team spirit between the stakeholders so as to complete all projects for better connectivity in the state,” the minister said.  

Commissioner PWD also advised that there should be a consistency in the Land Acquisition package under basic guidelines. The Commissioner advised all the DCs and Highway Department for public sensitisation on the Land Acquisition process and project implementation in order to achieve the target of developmental activities.

Earlier, Deputy Commissioners of Lower Subansiri, Upper Subansiri, Siang, Upper Siang, Kurung Kumey, West Siang and  Capital Complex explained their land acquisition status and reiterated that there should be notified uniform ROW and uniform notification/rules to be followed rather than on piece meal basis.

The Chief Engineer, Highway (EZ) gave a broad overview of Highway Projects under various agencies in the state.  He also gave details of the projects in progress. The Chief Engineer, Highway (WZ) highlighted the various issues being faced on Land Acquisition of Potin-Pangin. Some of the compensation estimates sent to Ministry have been returned with observations.

After thorough discussion,  the agencies and field officers assured in the meeting that the out of the total 11 numbers of ongoing projects, 7 numbers of projects  with more than 80 per cent work progress will be completed during current financial year and remaining 4 projects would be completed within  March 31, 2017. Among others, Addl. Secretary PWD was also present in the meeting, according to an official release.

 

 

NDRF to set up base in state capital

ITANAGAR, Aug 21: Chief Minister Nabam Tuki today assured the National Disaster Response Force (NDRF) suitable land for establishment of a unit headquarters in the state.

NDRF Commandant S K Sastri and Deputy Commandant Manohar Singh called on the CM at his office here and placed the need for space for stationing a unit of the NDFR in the vicinity of the state capital.

On request of the NDRF Commandant, Tuki assured to allow stationing of an NDRF unit at Doimukh in the space allotted to SSB under the Union Home Ministry for the time till a permanent site is finalised and allotted to NDRF near Hollongi. The said space is yet to be occupied by SSB and is lying vacant.

According to the NDRF officials, as both NDRF and SSB are under the Union Home Ministry all clearances have been already obtained for stationing a NDRF unit at the said space.

Admitting the importance of presence of NDRF personnel in the state, especially in the vicinity of the state capital prone to sudden natural calamities, the Chief Minister directed concerned officials to facilitate smooth stationing of the unit temporarily at Doimukh.

The NDRF Commandant said that a unit is all set to establish base near the state capital and is just waiting for a green signal from the state government.

The meeting was also attended by Home Minister Tanga Byaling, Civil Aviation Minister Thangwang Wangham, Parliamentary Secretaries Likha Saaya and Bamang Felix, Chief Secretary Ramesh Negi and other officers including the Papum Pare Deputy Commissioner.

 

 

ANSU serves ultimatum on Smart City demand

ITANAGAR, Aug 21: All Nyishi Students’ Union (ANSU) today served a seven days ultimatum to the state Chief Secretary to reconsider the decision taken in the meeting on July 30 and recommend the state capital for selection and establishment of Smart City to the Union Ministry of Urban development.

Reiterating its stand on the demand of Smart City for the state capital, ANSU said “the Union is not against the establishment of Smart City at Pasighat but Smart City project is going to be implemented first time in the country and being a state capital, Itanagar has got all rights to get the first preference/priority in the selection list.” Regarding feasibility, ANSU said, the Capital Complex and its nearby areas are the best for the growth and expansion of the Smart City.

All the indigenous tribes of Arunachal Pradesh have settled in the state capital, therefore, Smart City should be established in the Capital city.

While denouncing the reports on Existing Service Levels submitted by ULBs, ANSU in its ultimatum said “marking on Existing Service Levels by competent authority is doubtful and it seems to be a pre-planned game to recommend Pasighat by giving highest marks than the state Capital.” It demanded the Chief Secretary to re-look into the marks awarded on e-newsletter, percentage of completion of projects sanctioned up to March, 2012 under JnNURM, service levels, revenue collection, audit reports, future scope for growth and expansion.

The Union threatened to launch series of democratic protests if its demand is not met within the given time.

PASIGHAT, Aug 21: Agriculture is the backbone of Indian economy and northeastern region has enormous scope to grow food and horticulture crops to meet the requirements, said MoS for Home Affairs Kiren Rijiju.

The excellent climatic condition, plain areas, fertile soil, long growing season offer the region vast scopes for growing different horticulture and agricultural crops, Rijiju said while attending an interactive programme with the progressive farmers and scientists in the College of Horticulture and Forestry (CHF) here today afternoon.

“With advent of modern technologies, cropping pattern is changing and commercial crops and non-traditional are gradually growing more importance in line with domestic demands and export requirements,” he said. The rise in agricultural activity will ensure a lower pressure on public spending and employment schemes and CHF has been consistently making innovative efforts by using science and technology to increase productions, he stated.

Touching upon state’s vast scopes in tourism sector, Rijiju said that “Domestic and international tourists are showing interests to discover the spectacular natural beauties of the region. It will not only bring benefits to the business community but also generate employment opportunities. The panoramic perfection of the snow-capped Himalayas, the vibrant culture and joyous festivals, the infinite variety of its flora and fauna are fascinating and challenging but peace and tranquility are prerequisite for tourism development”, Rijiju asserted. The union minister also released CAU farm magazine, published by the Directorate of Extension Education and Technical Bulletin on Integrated disease management authored by Dr. RC Shakywar, Dr. AK Pandey and Dr. BP Mishra.

Addressing the officers, local leaders and farmers, Rijiju said Center is committed to bring faster development in agriculture, horticulture and forestry sectors and the people should come forward to avail the optimum benefits to prosper NE region in particular and the nation as a whole.

MLA, DC express displeasure over unhygienic condition of Khonsa district hospital

KHONSA, Aug 21: Both Khonsa East MLA Wanglam Sawin and Tirap Deputy Commissioner Ravi Jha today expressed displeasure over the unhygienic condition of the lone district hospital at Khonsa.

During their unannounced visit to the district hospital along with DMO Dr N Lowang, the MLA and the DC, while inspecting the hospital infrastructure including sisters’ duty room, toilets and kitchen, they found that there were leakages from the roof. They asked the DMO to take note of it. The DC asked the health department to leave no stone unturned to improve it in the interest of the people.

The inspection team also verified the stock ledger of medicines procured over the years for the welfare of the poor patients of the district. The DC was not happy with the way the stock register was maintained and asked the DMO to ensure that corrective measures were taken.

Expressing his displeasure over the patchy and unsystematic maintenance of the stock ledger, the MLA said that sufficient funds were sanctioned for procurement of medicines from DoTCL and other sources. While interacting with the indoor patients regarding their diet and healthcare facilities, the MLA distributed fruits to them. The Deputy Commissioner also expressed his displeasure and deep concern over unpunctuality of the doctors and the staffs of the district hospital and asked them to be punctual as their absence may cause difficulties to the patients. The DC also asked the District Medical Officer and the Medical Superintendent to maintain cleanliness and hygienic environment in and around the hospital.

DMO Dr. N. Lowang, who took charge recently, assured that all possible steps would be taken to bring about tangible changes in healthcare facilities in the district and appealed to the MLA and district administration to extend their cooperation.

State level training on drug awareness and gender sensitisation begins

ITANAGAR, Aug 21: A five-day state level drug awareness campaign and gender sensitisation training programme for all PRI leaders, SMCs/ NGOs/BRCCs/CRCCs and teachers organised by SSA Rajya Mission, Itanagar under the intervention of SC/ST, began at the Science Centre IG park here on Thursday.   

The awareness and training programme is being organised in convergence with ICDS, Social Welfare, Police, Women Commission, Health and state AIDS control society under the initiative of state coordinator SSA Rajya Mission, Itanagar Neelam Siram.

Speaking on the occasion as chief guest Director Elementary Education Bodong Yirang said that people should not depend on the administration, police, doctor and narcotic bureau officers alone to do away with the menace of drugs but instead change their mindset to tackle the problem. He further appealed all to make an honest effort to fight the menace before it is too late.

APCS deputy SPD SSA Rajya Mission Likha Sampu and state coordinator SSA Mido Kamki also spoke.

APSACS deputy director Tashor Pali, RGU professors Dr. Elizabeth Hangsing and Kesang Degi, former minister Komoli Mossang, advocate Tagum Jamoh, Women & Child Department DD, Tokmen Pertin Loyi, RGU HoD Dr. Lhungdim and SPO SSA Rajya Mission G Karga were the resource persons who imparted training on various issues to the trainees.

 

 

Taloh visits Ruksin HSS, assures adequate funds

RUKSIN, Aug 21: Education Minister Tapang Taloh accompanied by Resource Mobilization chairman Tanyong Tatak and Pasighat DDSE, Obuk Panor today visited GHSS, Ruksin at the Assam-Arunachal boundary here and took stock of its infrastructure problems besides grievances faced by the students and teachers.

While addressing an interactive meeting with the teaching staff in the school premise, Taloh said that his government has been giving special emphasis on streamlining the education department in the state. He said the government has enhanced the earlier fund allocation and has taken steps to appoint qualified teachers to ensure quality education. The state government has created 109 posts of post graduate teachers for posting in various higher secondary schools and is all set to conduct the interviews in September this year, he further informed.  

Taloh urged the teaching community to remain sincere towards their duty and sought their active cooperation to revamp the education system in the state.

Reiterating that the state government has earmarked Rs. 20 crore for renovation of school building and providing necessary assets in educational institutions, the minister assured to grant adequate funds to boost school infrastructure besides, construction of staff quarters and provide other requirements in the state. While lamenting that the union government has curtailed 20 percent fund under the head of Human Resource Development department, Taloh said the state government has enhanced about 34 percent fund allocation in education sector in order to compensate the poor allocation.

On the occasion, the school principal placed various demands such as renovation of Ruksin HSS building and construction of hostels and staff quarter before that minister and urged him to take prompt steps for sanction of the proposed schemes. He further placed demand for posting of Hindi, History, Economics and Chemistry teachers.

Taloh later inspected the newly upgraded Secondary School at Ngorlung and interacted with the local PRI leaders.

 

 

Patuk Anchal segment lifts 3rd Inter Anchal Samiti Volleyball trophy

ITANAGAR, Aug 21: Patuk Anchal segment lifted the 3rd Inter Anchal Samiti Volleyball running trophy by defeating Taram Laya Anchal segment while, in women’s category Nyokoriang Anchal segment defeated  Parsi Parlo in the final match held at Parsi Parlo general ground on Aug  15th last.  

The Committees of Parsi Parlo United Sports Club (PPUSC) organised the tournament which witnessed the participation of 27 teams.

The winning team won a cash award of Rs. 50,000 along with trophy while the runners up team won Rs. 30,000 as award. Sangha Taying of Patuk and Ha Yani of Nyokoriang were declared as best players of the tournament. Both also won a cash award of Rs. 5000 each.

Parliamentary Secretary Agriculture Pani Taram and Kurung Kumey Zila Parishad chairperson Sangha Tagik were present on the occasion.

 Similarly, at Damin Circle, team Damin defeated Ruba Anchal Segment in the finals to win the Late Dare Putum Memorial Volley Ball Tournament. Both the winner and runners-up team were awarded a cash prize of Rs. 50,000 and Rs. 30,000 each.  Ruba Talo of Ruba Anchal segment was declared as best player.

Meanwhile, the All Parsi Parlo Area Development Committee (PPADC) has submitted a four-point memorandum to the Parliamentary Secretary demanding construction of inter-district and village roads, establishment of ADC headquarter at Patuk and providing of infrastructure, posting of  adequate doctors and supporting staff for Parsi Parlo PHC besides, adequate subject teachers under the Circle.   

 

 

My experience in the 23rd World Scouts Jamboree

Kempi Pakam, who had represented India in the 23rd World Scouts Jamboree in Japan from 28th July to 09th Aug 2015, is sharing her experiences

The Scouts Movement was started in England by Lord Baden Powell in 1907. Scouting is an Educational Youth Movement engaging young people from all over the world under the guidance of adult leadership to promote discipline, unity, patriotism, respect, friendship, understanding, punctuality and service to the community and to spread peace in the world. Scouting is brought together by the World Organization of Scouts Movement (WOSM) which is an independent worldwide, non-profit movement.

The World Scouts Jamboree is the largest event organised by the WOSM every 4 years with participation of 40,000 people from across the globe. The event provides opportunities to raise awareness about “global issues”, explore the environment, build a wide friendship network in the world, besides deepening the  understanding of developments in Science and Technology and other  fields.

The 23rd world Scouts Jamboree was held at Kirara-Hama Yamaguchi, Japan from 28th July 2015. The Theme of Jamboree was “WA” (in Japanese) a Spirit of Unity. The “WA” embraces many meaning such as Unity, Harmony, Co-operation, and Friendship and peace which not only represents the essence of Japan but also the theme of Scouts and Guides Movement in the world.

In the Jamboree, scouts of different ethnic background and religious beliefs come together to discuss and pray for “World Peace”. The world Scouts Jamboree includes a wide variety of activities. These activities enable Scouts to develop physically, intellectually, morally, emotionally, socially and spiritually in the spirit of world Scouting.

Through “Global Development Village” module activities in Jamboree each member learns about what we can do in our day to day lives to help and tackle various “Global issues”. The members deepen their understanding of Human Rights, Global  warming, stop the violence and hunger from five perspectives, like peace, environment and sustainability, human rights, health and poverty. Participants also learnt what the United Nations and NGOs are doing around the world to deal with these “Global issues”.

I am sure actions taken by 34,000 participants will help to raise the consciousness of over 40 million Scouts in the world. Sharing ideas among Scouts and Guides worldwide on how to create a better world and resolve “Global issues”. Ultimately this will contribute to “Global Peace” and embody the “WA” a Spirit of Unity.

In Peace module, participants visited Hiroshima to deepen their awareness of the sanctity of life and the importance of empathising with others and learnt about the dreadful consequences of war. Just seventy years back the city of ‘Hiroshima’ was in ashes of death and destructions - the first place to witness the nightmares unleashed by the dropping of an ‘atom bomb’. However, when I stepped into Hiroshima, I could not believe my eyes…The Japanese have transformed that very place into a ‘World Class City’. What was once a picture of ‘tragedy’ has today become an emblem of ‘inspiration’!

It is significant to note that I had gone there as a member of the International Service Team (IST). There is a fine line between Scouts participants and IST members. The IST is practically in-charge of monitoring and conducting the Jamboree. The success of such an event hinges on the-successful collaboration of the members of the IST. I was allotted the ‘Human Resource” department which played a pivotal role, by distributing task for various other departments.

To live in ‘Global development Village” for about 3 weeks and to work with members of International Service Team (IST) was an amazing experience for me. Smiling face of everyone, ready to do their work and help each other, sense of fun and caring approach made us more comfortable stay at the Jamboree site even though we were far away from home.

My gratitude goes to the Japanese hosts for making an event of this magnitude, a grand success by their warmth hospitality. I believe that the “Scouts Fraternity” plays a significant role in upholding the Indian doctrine of ‘Vasudev Kutumbakam.” (The writer is Asstt. Loud message

Many of the public sector undertakings (PSU) run by the government of India is making heavy loss and have become big burden on the state exchequer. Some of the prominent loss making PSU’s is Bharat Sanchar Nigam Ltd, Mahanagar Telephone Nigam Ltd, Air India, Hindustan Photofilms and Hindustan Fertilisers Corporation. In the year 2012-13 altogether   79 state-run companies had accumulated loss of Rs 55,656 crore. Of all the PSUs Air India has incurred the heaviest loss. In the year 2014-15 it lost around Rs 5,500 crore.

There has been constant demand that these loss making PSUs should be privatized, so that they don’t burden the exchequer. Huge amount of public money is lost in order to run them. Even though Finance Minister Arun Jaitley last year stated that union government is open to privatizing sick public-sector undertakings but nothing has moved at ground level. Sooner the government takes some decision regarding these loss making PSUs the better it is. Today govt of India decided to sell 10% stake in Indian Oil Corporation through an offer for sale (OFS) that can fetch about Rs 9,500 crore to the exchequer. Stake sale in IOC will be the fourth disinvestment this fiscal year. The earlier three stake sales had raised just over Rs 3,000 crore. This is a landmark decision taken by union government. IOC is one of the best performing PSUs and by deciding to sell 10% stake from it, the govt. has send out a loud message.

Pathetic capital road

Dear Editor,

The name of our state, Arunachal Pradesh and its prestige are stirring up with elapsing time but the most significant factor of its development i.e., conditions of Road, lags behind its elevating status. The Engineers and contractors have the tendency to blame heavy rainfall for its cause.

For your information, geometric design of pavement or road depends upon different topography of land. A mountainous terrain like our state has different design than that of plain terrain. The design of such terrain is prepared to withstand even in the worst weather which includes rainy season. The NH-415 (former name NH-52A) is a flexible pavement. The flexible pavements are built with number of layers i.e., Soil Subgrade, Sub-base course, Base course and Surface Course (bottom to top).

In the design process, it is ensured that under the application of various loads none of the layer is neither overstressed nor under stressed. Each layer is compacted well by the rollers before another layer is laid over it. On compaction, soil or layers are packed more closely, expelling the air voids out of it thereby increasing the density and stability of pavement and reducing the adverse effect of moisture (rain water). Compaction is done until Optimum Moisture Content (OMC) is attained. The number of passes of roller should be at least 15 times at each layer or subgrade. The required camber, drainage system and super elevation should be maintained according to Indian Standard Specification. Traffic volume and number of vehicles passing per day should be taken into consideration while preparing the design.

To my utmost surprise, I see the contractors following their own style of constructing the road and culverts without referring to IS Specification which later results in frequent failure of road with massive formation of potholes and undulations or even damaged completely like the mini steel bridge (by PWD) between Papunalah and Itanagar which could not withstand the load or put to use even for 2 months. Shame. No compactor or roller is seen at site, no usage of good constructing materials, no skilled labours, no reference to IS Codes, no, nothing.  The Highway Engineers should visit the site as to see if the works are carried out accordingly. Who is responsible for incessant deterioration of Capital Road? Only Rainy season cannot be blamed for its cause. Even huge structures are constructed in the depth of the ocean. The reason is the funds allocated for highways are not properly used by the Concerned Authorities and contractors. This is the reason why condition of highway lags behind other developmental works. The Arunachal Roads are never provided with proper drainage system, camber, super elevation and required thickness of pavement. When the water enters the subgrade, the soil gets soaked and the life of pavement is adversely affected and when it enters into bituminous layers, its continued contact with the layer causes stripping of bitumen from aggregates and results in deterioration of pavement layers. Camber plays an important role in preventing this cause. The contractors miss out these most important factors. Most of their works are done to maximize their profit. Even after ensuing complete specifications, contractors are given 10% extra as a profit but they raise their profit upto 50 or 60% besides the provided 10% profit and some of their works are delayed deliberately to add up other funds.

It is my request to the highway department to carry out or make them carry out the work as per IS Codes and specifications and award the works to such contractors who have a knowledge of work plus has a  good reputation.

Enough of blame game

Dear Editor,

Through your esteemed daily, I would like to share few lines with regards to the news article published on this daily on 18th August 2015 titled "Substandard road works in Capital" where the CE Highway had commented about the Road condition of Twin capital city.

As a normal citizen of Arunachal Pradesh, I would like to put few straight questions to the Chief Engineer. If executing contractors were "unregistered and not well equipped" then why did you award the contract to that contractor? Why didn't you award the contract to a better qualified & registered contractor? Why do you approve the quality of work? Why do you pay the contractor for substandard quality work?

In my opinion, all the blame has to given to the concerned Department and the Political Leaders. If the Department screen the contractors properly then the unregistered or ill-equipped contractors won't get the work. And, if the department don't approve the work, the contractors would not get their bill. And, if the politicians don't pressure the department the contractors would not get the contract and accordingly bill. SO, it's no use blaming the contractor. Because, it's their source of income and they have to make their profit from it somehow. But the department has to assess the quality and approve it for payment. So, all blame has to go to department. No one can deny it.

We have been through enough of this blame game. People of Arunachal are not fools anymore that we will believe in these blame games now. If the work had to be done by anyone, without any quality, then what's the use of the Department? Then, instead of wasting money on all the Highway Engineers, it would be better for Government to pick someone and let that person do the work. There won't be any tender, bidding, approval, quality check. The Government wouldn't have to worry about the monthly salary of the Department Engineers. As, even in present situation the Engineers are not performing their duty.

Engineers around the globe and in rest of the country are working against different challenges and creating marvels. But, our Arunachal Engineers are sitting inside their chamber and blaming weather and contractors. But, every few months they get a new vehicle and property for themselves.

Rest I have no hard feeling for anyone or personal grudge with any of the department engineers but I'm just getting frustrated reading all these complaints and blame games over our capital roads.

Again, in recent times there's a trend going around in our city. The people living near highway will intentionally damage the highway, then repair it without work order and ask for bill from the department. Or otherwise they put pressure on the department to sanction work order to them. Hope our people will grow up and get civilized sooner.

Also, I would like to request our Government to take strict action against all the illegal earth cutting and appeal normal citizens to refrain from doing these uncivilized and foolish acts. This is our city and we ourselves have to dwell and live here. Then why should we damage it? I also would like to request our people to discourage and disapprove such kind of acts no matter whoever the doer may be.

Unless the Government and the Department get strict on these, we won't get any quality work.

Committee for quality roads

Dear Editor,

Observing the low quality constructions and very slow progress of the Trans Highway in Upper Siang District, the local public has constituted a local Monitoring Committee in Upper Siang District headed by the Chairman of Aarro Welfare Society, the former Institutional National Level Monitor of Ministry of Rural Development Government of India who has vast experience in monitoring PMGSY roads in India.

The committee shall write to the appropriate authorities of the state and the center on quality complain and on the progress of the projects. It is appealed that the Department concern should guide the construction agencies for quality constructions. The road being asset of the public, we feel that the public should have voice on the quality constructions. After experiencing fund scarcity in the state we cannot expect maintenance of the road in future.
